According to the BWB, Shayol Ghul had been a famous holiday resort, an island in an idyllic sea.
Given the nature of the Pattern, it is not necessary to stand on any particular place to do something with it, like drilling a Bore through it. I think this event was done at the Collam Daan because all necessary facilities and researchers were located there, so why go out in the wilderness to do it?

The nature of the Bore itself suggests they didn't drill a physical location at all; the source of power was beyond the Pattern, not below ground at a geographical point.... The 'drilling' they did was more on the metaphysical plane - a layer between reality and this "other source of power", not at a physical location before Shai'tan actually touched reality. It created a global weakness in the Pattern and manifested itself most at the resort Island that became SG and that Shai'tan altered, very far from the Collam Daan that was in V'saine, one of the great cities of the last Age.


Oddly though, the Collam Daan was destroyed by the drilling of the Bore despite the Bore not being the thinnest there.
