This is true. It was all originally orchestrated by Moiraine though.It was an Aes Sedai who healed Dobraine (the Dragon's regent in Cairhein)from what surely were mortal wounds
It was an Aes Sedai who more or less took over the running of Cairhein while Dobraine is convalescing
If I remember correctly (and I very well could be mistaken here, please correct me if I am) these were Cadsuane's Aes Sedai acting on her orders.It was Aes Sedai who hammered out the "Bargain" between the Dragon and the Seafolk

Although many sisters were excited by this, it is actually pretty useless. They have to channel at the man in order to detect the man channeling. And if they're able to channel at him, why not just weave a shield?It was Aes Sedai who negotiated the peace in Tear and set the crown on Sisnera's head.

and making very little progressYes there are some AS who are superfluous, there are some Ashaman who are superfluous, there are some nobles (probably most) who are superfluous, even most of the big baddies (forsaken) are kinda lame. Not everyone can be heroic and world changing all the time.
Honestly I think it just boils down to "Everyone who is not a major character is superfluous."
