Except that LTT used AoF right away. I would buy your explanation if Rand switched to the arrows only after the trollocs got close. That is not the case. He started using them at the same time as the other weaves, when the trollocs were still far.
Like I said, I think he was trying to space out the blossoms of fire (as overlapping them would be a waste of energy), and then he'd go for the areas he missed with AoF. Blossoms possibly required more effort/energy/time so he decided to use them only where they would hit large numbers of Trollocs at once, because in that case it would be more economical than AoF.
