No, what I refer to is simply the changes in characterization. The actual writing of the characters. Re-read the Forsaken passages of Lord of Chaos and compare them with the TGS. I appreciate how Sanderson is moving the plot forward, the pacing, the thematic integrity of certain elements. But I do fault him for how he has rendered once rich and three dimensional characters into mere stereotypes. The characters are functioning for the plot now and its resolution instead determining it.
