I read and understood what you have writen, but I am never one to take an author's comments as cannon. It doesn't work for me, so I'm going to just go by what is in the text.
I've only read tGS once...so I may be a bit dodgy on the details. However from your quotes, I don't see mention of the sword being connected to Hawkwing. Did I miss something?
Second of all, I am completely on board with the scabbard being new. There are two reasons for this. The first being the sword was found buried in the ground. Rand comments that the sword feels old. The leather scabbared would have rotted off long since....even if the sword wasn't also in muddy/watery ground.
The second being the Dragon painted on it. This has to be a current product. The reason being is that until the Dragon banner was actually busted out, no one besides Aiel knew what the thing was (well, some Aes Sedai probably knew what it was). Even Hawkwing wouldn't have known what it was. What a Dragon looked like was going to be lost after the Breaking...and Hawkwing wasn't around for what, 1000+ years after the breaking.
As per what the sword is...power created blade? Kinda going full circle as it were...
