Only these 4 clans could strike an agreement that they would attack the Treekillers under Janduin's leadership. Likely the Taardad were the Aiel, who gave the Avendoraldera to Cairhien years ago, and thus felt insulted the most. They probably searched for some support and at least 3 other clans followed them.
I think the relationship between Aiel clans is a bit similar to those between different Ajah in the WT. Some clans are more likely to work with each other, while others are mainly enemies or even have a blood feud (e.g. the Taardad generally don't like the Shaido).
Recall too what the Wise Ones said about Janduin. I don't have tSR handy, but IIRC, they cited his ending a blood-feud with either the Nakai or the Reyn, and making allies of them, and he was apparently working on the Sharaad-Goshien feud when the Oathbreaking occurred. His previous relationships with two of the three clans that accompanied him & his clan are shown to be positive, implying that they had a strong respect for him. That may be why they accompanied him & his clan on the expedition, or it may be why he was selected as the leader from among the chiefs of the four clans that were chosen or chose to go. For example, Rhuarc seems to have been sent to command the hunt for He Who Comes With the Dawn because of his personal connection with one of the Wise Ones responsible for sending out the searchers.
