You've read New Spring- think of the despair that hit Moiraine and Siuan when they realized it was the two of them against the world. Moiraine (and Siuan) were doing that for 20 years. Just because we've only read New Spring doesn't mean that she didn't have many more of those encounters. Two groups, hunting the same thing, but group A can never know of group B? There's going to be some shenanigans going on.
I'm not trying to turn this into a Moiraine vs. Verin fight- while they seem similar at first, it's apples and oranges.
With Verin, she was constantly in their sight but never under suspicion of working against them, as long as she did as she was told.
With Moiraine, she was invisible, but constantly under threat of discovery for working against them.
Basically, Moiraine was actively undermining them, while Verin was recording information. Verin's was very important and potentially dangerous, but Moiraine's was even more important and actively dangerous.
