BS's quote about a way to defeat the Oath Rod suggests that Mesaana did something to prevent that the Oath Rod worked properly, IMO, so that she was never bound. I doubt that a Forsaken would let herself be bound, even temporarily, if it's possible to avoid it (and we suggested ways to achieve that).
Besides, it would seem quite lame, if Mesaana took the Oaths and then removed them with a TAR Oath Rod (could Mesaana even be 100 % certain that this would be possible, if she was never bound before?), or if she simply fetched the actual Oath Rod in the WT later to unbound herself again.
