1. It requires strength of will, and Semirhage is almost impossible to top with this.
The strength of will that was broken by being spanked once? Semirhage originally seemed atleast somewhat competent, but after what happened to her in TGS, I think this option flies out the window.
To be honest I am not sure about the whole "will" aspect even before that. She was obviously too weak to control her "appetites". Semirhage was scary to be sure, but I never thought that she would possess any super-willpower that would allow her to ignore compulsion just like that.
2. She hold saidar around it. Holding the Power tends to make one resistant to Compulsion-like effects, and it may be the same here.
This is the option I think. As you say, the power procects your mind from being messed, atleast to some extent. I figure she was holding the power and hiding it and thats how she avoided the effect.
Semirhage was not affected because she held Saidar.
3. Semirhage is so evil that awe is just not an emotion that can be elicited.
She is still human, despite what she might like to think. A common mortal who was lucky enough to be born with the ability to channel. And lucky to be there when LTT sealed the DO away. Despite what Semirhage may think, if she had had a flu and missed the meeting that day, she would not have been trapped in the bore and as a result been copletely forgotten a LONG time ago.
I doubt she would have any inherent physical protection from an external manipulation of her mind.
