Just sayin', that's my first thought for who would be a Seanchan woman who might be tied up with Rand somehow, and might help Egwene somehow... I know this post is massively outdated, but I just finished reading TGS so I'm scouring the message board.
I can't remember the chapter number, but I want to say it happened in one or two Rand chapters after Mat's last one. We also have one unaccounted for stretch of time in between Perrin's last POV and Rand seeing him with Galad and a second stretch of time between that vision and the reunion with Tam, along with the implication that the Whitecloaks almost finished off Morgase.
True, but since all the major characters will apparently converge at the end of ToM, I think it would make most sense for it to be Tuon. That isn't meant to rule out any of the other possibilities you mention, of course.
About Mat's timeline... I recall Rand having a vision of him in Caemlyn already. Do you remember which chapter that was? At the time in the book, I remembered wondering how he'd gotten there. I'll have to look for it. It's possible that Mat is already at the ToG while Rand is... "thinking" at the end of the book. Remember, Mat only has 10 days from his arrival in Caemlyn to open the letter, and we all know he'll open the letter. After that he's free to leave or do what the letter says or both. And Elayne can Travel him there directly. I'm going to open up the book after I posted this to try to figure out how much time passed after that vision of Rand's.

It's not necessarily Tuon who is with Egwene in the vision.
True, but since all the major characters will apparently converge at the end of ToM, I think it would make most sense for it to be Tuon. That isn't meant to rule out any of the other possibilities you mention, of course.
