I don't know if it really says that. I mean yes, I agree that smaller circles could sometimes do better than a larger circle. So a smaller circle with AS strong in say spirit could do a better job than a large circle with less skilled AS. I believe you are right.

The problem I have with this idea is that with such a humongous amount of channelres available, why not go with a circle of 72, that ALSO contained talented spirit channelers.

And what's the point of quoting this? We've always acknowledged that a circle of 72 was the most powerful.
I don't think people skilled in spirit were THAT rare. Not in a world with FAR more people and channelers than the current WoT world. So why did LTT not want a full circle of 72 of those gifted and strong channelers from the start? Why just 13? My idea was that it was not strength(which is more common) but rather a rare talent like foretelling or seeing ta'veren (which could be FAR rarer than mere strength) that was the reason. A guess I admit.
I don't see how Talents like Foretelling or seeing ta'veren can matter in a circle. Neither of those use the OP in the first place!
Skill is likely the reason.
I could be wrong, but it seems off to me that it really was a question of something like strength in Spirit. Is it said anywhere that people in Spirit really are that rare that even with a low-estimate of 500K channelers, there would be barely any for LTT to find?
It is a matter of extremely great strength in spirit, and maybe other weaves too. Who knows, maybe they needed everyone to be of great strength in all the flows, and that was definitely very very rare.
I don't think strength in spirit is rare enough in a world with 500K channelers. And there are angreal and sa'angreal available in large quantities.

But they could make angreal and sa'angreal so any strength weaknesses could be countered.
Again... what? Did you read what I said? Stronger women like Egwene show a level of skill unmatched by weaker women. She can split her flows 14 ways, and we've seen no weaker woman even approach that level of skill.
It seems undoubted that very large levels of skill rested with the very strongest of women, and LTT needed these women, or none at all.
And at the end of the day, LTT did it alone. Why? Surely any woman would be better than NONE?
Say you need five pilots for a task. You can't get any. Do you go it alone, or hand over some planes to civilians with no flying skills and hope for the best?
The circles overall strength did not matter. What mattered was that its members be extremely skilled, IMO. We've been told again and again that the seals needed precise placement. A weaker channeler with less skill would likely muck up, and rip open the DO's prison completely.
Instead, LTT did what you have to when a circle is impossible. I'm willing to be 13 of the strongest and most skilled of the 100 companions wove the seals together, more or less managing to approach the precision level a circle grants. A few weak woman with no skill would have only harmed the operation.
Would it make sense that LTT, upon realising that he could not get a woman of Lanfears strenght decided that rather than just going at it with a woman like Nynaeve&angreal he would just go at it alone. Why? Surely some help would be better than none.
Nynaeve? Nynaeve is so very strong that she's probably as rare as women of Lanfear's strength!
All such women refused to help LTT, and even weaker women, who he'd never think to use, had refused to help him. Case closed.
