("Talent" is generally used for an exceptional propensity for a type of channeling, like "a Talent for Healing," or the ability to do something unusual with channeling, like making ter'angreal, or reading residues. The only time a non-channeler has talked about Talents is when that Ogier lady talked about having a minor Talent for seeing ta'veren)
Still, it's pretty weird. And, in retrospect, there isn't any real reason why he SHOULD have this mysterious luck. Mat was always lucky, but it didn't become a supernatural thing until after he was healed of the Shadar Logoth taint- and really, nothing there links "luck" with that.

Bair and Seana are both non-channelers who are also Dreamwalkers... Elayas and Noal (IIRC) are also wolf-brothers like Perrin, Hurin is a Sniffer, Min has no channeling ability yet has her visions.
I think it's plenty feasible that the Dice are some sort of "extra ability"... and since neither of the other ta'veren seem to have this ability, it seems even more likely that it's something Mat possesses as an inherent ability.
