Maybe there is some obscure property in the brain that makes inverted compulsion not work? Or maybe delving can be used to probe even weaves that have been inverted.
So maybe the weaves were inverted, and only Nynaeves delving allowed her to sense them (or perhaps the way they interacted with the brain).
