In principle I agree that there is a very large gap between Daigian (who btw is still weaker than Siuan cut by 2/3) and the Strongest AS.
But you aren't allowing for women like Sheriam, Myrelle and Anaiya to all occupy different levels of Power (per Egwene they are clearly of different levels):

Egwene knew enough now to weigh another woman in moments. Sheriam was clearly the strongest woman in the room aside from Egwene herself, and Myrelle next, though it was hard to be certain; the rest all seemed close, except for Siuan. She was weakest by a fair margin.
From this quote we can see that even women who occupy the same level on Linda's list have power differences. Anaiya, Myrelle, Beonin, Carlinya and Morvrin are all on level 10, but it's clear that at least Myrelle is actually slightly stronger than the others. Merana also notes this when she thinks about Alanna and Verin being very close, but the only way to be certain would be some sort of contest.
Melaine also appears on level 10, and Amys on level 11 as does Moiraine. Since we know Egwene is stronger than Amys and Melaine combined (before she's hit her full potential). 57-59 is probably the combined strength of Melaine and Amys by your scaling, thus the absolute lowest Egwene could be is about a 60 at that time. We also have the quote from Moiraine stating that Aviendha and Egwene combined could overwhelm Lanfear strength,

I'd say that Egwene must be close to 70 and Aviendha (who only just began channeling) probably no higher than a 50, thus combined a 120 and perhaps able to "overwhelm" a 100. With each having an overall potential closer to 80 on your scale.
I'd Put Nynaeve around a 97 in potential on this scale. Making her significantly stronger than Egwene, but still leaving room for women like Cyndane, Alivia, Sharina and Lanfear to occupy higher power levels.
And just to keep you honest (you do overstate quotes without providing background):

Merean is not actually able to overwhelm Moiraine, but is still at least a match. And for the record the 3 people are a child a teenage girl and an adult male ... not 3 men!
