"You have thought of guards," Moiraine said, "but what if who is with Rahvin is Semirhage, or Graendal? Or Lanfear? These two might overwhelm one such, but could you face her and Rahvin together alone?"
Note that Moiraine thinks NOT that Egwene and Aviendah combined could match one of the Forsaken, but OVERWHELM her! Clearly Moiraine thinks Egwene level is more than 50% of Lanfear!

The quote is even more important since neither Egwene nor Aviendha was anywhere near full potential at that time. If they're around 65-70% of Lanfear's strength, then Moiraine's quote is easily explained.
More importantly, that Lanfear was able to completely defeat them while still fighting Rand explains why Egwene is uncertain if even with Romanda and Lelaine, she would be able to defeat a male Forsaken. It is a matter of skill, and Egwene has a very good estimate of how skilled the Forsaken are.
I've been playing with some numbers since we've been having all of these OP strength debates
