I always thought it as taking the 1-21 scale and using the power of 2 to find the amount of power they could hold. ie.

rank 1 is 1 * 1 = 1
2 is 2 * 2 = 4
3 is 3 * 3 = 9
...
20 is 20 * 20 = 400
21 is 21 * 21 = 441

this exponential jumping system accounts for why Egwene (only a couple levels below Nynaeve, is like a candle beside a bonfire.


I used a 100 point scale, but if you were to collapse it down into 21 levels it's pretty close to the way I see it ... just lots of sub-levels on my scale :)
