Lanfear was a OP researcher, Mesaana was an instructor, and Demandred is second only to LTT, surely one of them has the knowledge, or at least enough to figure it out.
Lanfear was an OP researcher, true, but I always assumed that the sa'angreal technology - possibly unlike that of the ter'angreal - had been around for a while and that any angreal or sa'angreal the researchers might need in their work could have been manufactured by other Aes Sedai specialized in that area.
Mesaana was an instructor, true, but that does not mean she had to know everything about the OP. Think about university teachers of today. Just because you know everything about linguistics or history doesn't mean that you have to know squat about math. And Mesaana wanted to do research, which could mean that her area of expertise was closer to that of Lanfear, which if so did not include *angreal making.
Demandred was second only to Lews Therin, sure, but what would that prove? Can a vice president - as I said above - always build a space shuttle?
And by the way, Aginor and Balthamel were also academics. Only their areas we know (almost) for sure had nothing to do with *angreal making.
