So Egwene considers the next strongest sisters in the camp. And she tries to portray how many of them would be needed to replace Nynaeve's strength.

And then she makes the comment about herself, Romanda and Lelaine (the next strongest 3 sisters in the camp). No one else matches those three, now that Nynaeve is gone.

It is all about strength in that scene. You have to read the context.
