Even if circles are needed... Demandred, Mesaana, and Semirhage seemed pretty tight.
EDIT: This isn't directed at your post, I suppose, but rather the statement that they were mass-produced in AoL.
Surely, the Forsaken didn't just "forget" how to make them?
