I would think this would be the sort of item you would keep on yourself at all times, even when reporting to the Bore to visit the Dark One; with the commands and punishments for using the Power there, only the most idiotic Forsaken would try and rid themseves of an opponent within range of that area.
...other than the obvious one, which is that it is another RJ plotconvenience, is that the Dark One, being a paranoid SoB in RJ's words, would view the potential threat of any angreal as a reason to suspect you of treachery. And take you out in a kind of pre-emptive strike, so to speak.
Otherwise I'd have suspected the Forsaken to not only carry the strongest possible sa'angreal in their posesssion, but since they evidently stack up as shown by Rand in Rhuidean, to wear the strongest ring sa'angreal, together with the strongest waistband sa'angreal, together with the strongest neckchain sa'angreal, together with the strongest wristband sa'angreal etc. etc.
In fact, I'd expect each Forsaken to be so weighted down by various ornamental sa'angreal, that they'd struggle to walk up the path to Shayol Ghul. Personally, I find it unconvincing that angreal and sa'angreal can stack their power. For the very reason that channelers should then have worn the maximum amount possible, to the extent that they remain seated in their wagon, or rather, lying outstretched to touch as much of their pile of sa'angreal as they can at any one time.
Think Scrooge Mcduck diving into his pile of gold. Same thing with Demandred and his pile of sa'angreal. Touch as many as you can with various bodily extremities in order to channel a little more than Sammael, who can touch fewer sa'angreal at once due to his shorter stature.
Hmmm. No wonder the tall guys were so powerful...
