... is because they are meant to be complementary. They are meant to be used together. So obviously, it is no surprise that they can. The True Source - that is, both halves - turn the Wheel of Time.
The True Power and the True Source, on the other hand, are like oil and water. Actually, that's pretty much the actual description given every time the True Power Taint of saidin is referenced.
This doesn't mean that one can't use the True Power and One Power at the same time, though I would personally assume not, since they come from antithetical divinities, but it does demonstrate that the principle thta applies for the halves of the One Power does not apply to separate Powers.
