Rand is distantly related to the Aiel/Traveling People from near the Breaking, who were given the task by the Aes Sedai to protect the stash of ter'angreal. LTT may have been related to someone in that group, but we have absolutely no reason to believe so. In fact, we have reason to believe it is not so--Lews Therin killed those related to him, and we heard nothing of any Da'shain being killed by LTT.
LTT killed everyone he loved and everyone that loved him, as well as everyone who carried a drop of his blood.
Because he was known for being a protector of the dai'shain (they were mocked for being "children of the Dragon" during the end of the WoP) it is highly likely that some of them loved him, and that he was very fond of some of them.
There are also theories that Ilyena, before becoming an Aes Sedai, was dai'shain.
