Yet from what we've seen, no.
However, in trying to recruit Rand he offers to teach him, in the Great Hunt. I think if he wanted too, he could. However, the True Power is a much better weapon as it can't be detected that I don't think he's ever felt a need for it.

Of course he could have simply tricked Rand at that time and taught him the TP, as Rand would be oblivious to the difference. Not that I subscribe to the fact that he can't use the OP :p
