I don't have the book with me, but I think there was another saying in tGS that said that the people looked to the sky scream that let it begin.
I thought that it meant that the clouds that cover everything now will all become like the un-natural clouds of the Borderlands and there will be a relentless storm and darkness and people will know that the time is close. And then, just like before a real battle, there will be a sense of suspense where people will just want it to start, since they cannot go on in the stage of waiting.
That's how I felt any ways. the words "Let It Begin" have stayed in my mind like mountains.
