Bell curves are usually not centered on the mean or median. This is a statistical fact.
Just look at the IQ test bell curve. It's the very best example I can think of as it relates to one power strength.

Most channelers aren't of moderate strength. Most channelers are fairly weak. That is how it worked in the Age of Legends, and that is how it should work today.
Therefore, the bulk of channelers lie heaped together between zero and the halfway mark, and only a rare few exceed that.
So the histogram has a bulge on the lower side, and a thin arm extending upwards beyond the mid strength point (50%)
