IIRC, Wilders/Sparkers tend to be stronger than women who learn to touch the source. Correct me if I'm wrong on that.
Now, we also know that because the Tower was not actively recruiting, the majority of women who can channel are not found by the Tower.
If sparkers tend to be stronger than learners, and the majority are not associated with the Tower because they simply were not found, then the bulk of the women who should occupy the "average/strong" level were not found.
We also know that the majority of women who begin channeling on their own die of it. I cannot recall if it's 2/3 or 3/4 of women who touch the source without guidance die of it. The ones that survive often have blocks (as RPA mentioned in his reply above).
So, from those thoughts, I would suggest that the bulk of the women that would be considered "strong" by the Tower died from lack of training.
