But it still makes one wonder why:

Rahvin was surprised that Rand could Travel immediately after arriving in Caemlyn,

Rand was so specific in Illian to point out that you didn't need to know a place to Travel short distances from it,

Galina recalled Ashaman "leaping out of holes in the Air" at Dumai's Wells. If they leapt out of holes in the air in Galina's vicinity - in the Wagon Circle - surely they should have been able to Travel from there again without having to wait and learn the location.
