Were I Demandred, I would seek out peoples who are unfamiliar with the Westlands, peoples who could be convinced of the evils of the Westlands and it's inhabitants. Or perhaps groups of dedicated darkfriends. To think that an entire Westland nation would turn its armies on their neighbors while trollocs are pouring out of the Blight and reality itself is breaking apart... well, I just don't think Demandred is quite that good.
What Forsaken like Be'lal, Sammael or Rahvin planned: turn potential Lightsiders against Lightsiders in a war before TG, so that the Westlands aren't united and chaos rules. Also e.g. Forsaken like Graendal, Mesaana and Aran'gar naturally created strife among the people in the Westlands by manipulation. We even see that the Borderlanders not simply join Rand, although TG looms.
Demandred just has to convince the Murandian leaders that e.g. Andor is the enemy, because Andoran troops were sent into Murandy, and he might get a war. Even if the Murandian army is eventually annihilated by Rand & Co., it would make more chaos and lessen the troops, which could fight for the Light. If Demandred has additionally links to the leaders of Dragonsworn bands all over the west of the Westlands, he could at the same time order them to make more chaos in their respective countries.
