We don't know that Graendal knew what was going on in Shara after that.
As for the Ayad. Once Demandred Compelled their leadership (or kidnapped them and had them turned by 13 Myrdraal) he could rule quite comfortably by being in charge of the public seat of power (Sh'botay) and the power behind the scenes (Ayad).
That's no more difficult than Mesaana pulling strings in the midst of the White Tower, which is full of channelers.

It's an interesting thought, but I personally think it's a stretch.
A few additional thoughts:
1. The Trio didn't really work together, so much as they had an agreement not to work against each other until the others were dead.
2. Semirhage didn't go to the Seanchan until well after she had been released. She was really only there for a short stint to try and nudge Tuon and bully Suroth. She also never tried to take control, only create Chaos by killing off the rulers
3. Infiltrating such an insular society would be vastly more difficult than Rahvin in Andor or Be'lal in Tear, with the Ayyad in control it would be as difficult, if not more so, than Mesaana in the Tower.
