This has been her major character flaw throughout the series. If she wasn't a hypocrite, she would be nothing but a total Mary Sue. Being a hypocrite is a large part of what makes Egwene, Egwene. Imagine if she wasn't a hypocrite? How boring and uninteresting of a character would she be?
and to a degree Rand and Perrin too! It's thematic of the series, very few of the characters effectively communicate and as such have large streaks of hypocrisy.
Egwene's critics decry her for being too perfect, but then state that she's a hypocrite of note. It's a statement that never ceases to amaze me.
Sometimes these main characters aren't hypocritical as much as they are leaders who are forced to make dark decisions to save the world. If they hadn't all strained the boundaries of law and morality at stages, they or their friends would be dead.
