It seems to work out too perfectly for this not to be the case.
The only problem is that all three of the Aes Sedai you named were members of the Rebels. It might need to be more balanced in favor of a grouping that sided neither with the Rebels and the Loyalists to make it past the Hall. Egwene may be the strongest Amyrlin in heart, intelligence, wisdom the Power and courage we've seen since the series started, but she's still only the Amyrlin. She needs to work through a draconian representative system that will fight her more often than they will blindly agree with her.
