I have no answer in terms of the Compulsion. Nor can I immediately deduce why Delana would weave it instead. But the whole trail leading to her being found and games within games is more interesting than the plot as it reads now.
I can't believe I'd never pondered that before. With everyone screaming that she's dead, this had honestly never crossed my mind. Now, the real question that we have to ask ourselves is, could Graendal really be smart enough to have another person weave it? I don't know that she's really that clever, but it's something to think about anyway.
I like this idea very much, because it stops everyone from complaining that she'd have to know the exact second he was going to balefire, etc. Cool idea.

I love the idea of a third person involved.

I think the weaving was too complex for a n00b like Delana. Nynaeve's comments point to Graendal.

We're going to see Graendal's plan in ToM, including her interaction with Ramshalan.

She'd have had to ask the right questions to get the right answers.
