It's clear that Egwene has to send very capable and experienced AS, whom she can definitely trust. Therefore I suggest that the embassy will consist of Siuan (the Blue), Leane (the Green) and Meidani (the Gray as leader).
Siuan is out for several reasons:
1. As Egwene's chief advisor, she needs her to navigate Aes Sedai politics and other issues as they come.
2. Too independent. Siuan has shown she is not to be trusted to follow even explicit orders if she judges otherwise (Egwene's "rescue" ).
3. She can't send Bryne, the chief of her army, away when she needs him more than ever to prepare for both the LB and Seanchan second attack.
4. A lot of sisters still blame Siuan for the split.
Leane is a possible candidate, but she is too low on the Tower hierarchy and has not shown any indications that she can be a leader. Same goes for Meidani.
I'd pick Yukiri as the gray. She is strong in the power, highly placed (sitter), and has shown strength and initiative being part of the BA hunters.
I am not sure who would be the Green/Blue candidates. Adelorna could be the one for the Green perhaps, if the Greens agree to send the head of their Ajah (and why not - the Reds sent Galina and the rebel Greens let Myrell - their head - go to the BT).
