Semirhage's pathetic nature is explicable in light of Verin's nature. The DO doesn't want his tools to be too clever. Graendal tried that and was used as a pawn.
But why? They can never be a threat to him. The DO is as fundamental a part of the universe as the laws of physics. He has everything to gain and nothing to lose by recruiting the most talented and able people into his ranks. I've never understood that.
Even though the DO could crush all the Forsaken and DFs under the nail of his pinky, he's probably too dumb to realize it. This is in-line with the "dumb evil" motif that is rampant in WoT.
Just think... we'll probably see someone well below the DO's strength (like Sorilea - Cadsuane's Aiel doppleganger) paddle the DO and realize he's not scary after all!
