I have no answer in terms of the Compulsion. Nor can I immediately deduce why Delana would weave it instead. But the whole trail leading to her being found and games within games is more interesting than the plot as it reads now.
I appreciate the need to get this book out and the enormous job Sanderson had/has on his hands. But too I think he is rushing through things (or not paying enough attention to details--Egwene getting a sa'angreal when none of the Forsaken have, Semi's personality, Mesaana suddenly revealing her strength when before she hasn't) or not being really good about carrying though with plot lines woven over books and books and books (I think of DomA's comparison of Arad Doman to a madhouse).

I think the weaving was too complex for a n00b like Delana. Nynaeve's comments point to Graendal.

We're going to see Graendal's plan in ToM, including her interaction with Ramshalan.

She'd have had to ask the right questions to get the right answers.
