Really this is down to Verin. And her "exposing" of the BA in the rebel camp was a blunder. Most escaped from TV, and the BA is now much more useful to the DO. For the first time in the BA's history the members know each other. They have nowhere to hide but in the DO's shadow. They are thus afraid, self-aware and motivated.

First off, Egwene had no idea she was about to be handed the WT. In fact, she was about to assault the place. It was the right move to eliminate the 70 BA in her camp before doing that, and it's unlikely that any alternative plan would have netted any more than the 50 they got.
Second, although it's clearly bad that the tower BA escaped, you can't possibly be suggesting that this is somehow worse than having them hidden and running loose in the tower? They're no more useful to the shadow now than they were before.
The bottom line though, is that Egwene and the rebels did the right thing based on their current situation. Obviously it would have worked out better if they'd waited until the tower was unified and tried to sweep them all up at once, but they didn't know that opportunity existed.
At the end of the day, 50 shadow channelers are dead. That's a good day.
