Verin warned Rand of every Sister (except for Cadsuane), because even if an AS isn't BA, she might still have her own agenda. Therefore a warning doesn't indicate that Alanna is BA.
Nor does a lack of an announcement indicate that Alanna is not BA. I'm torn on the matter to be honest... on one hand we have the BA surrounding Siuan and Moiraine (and later the TR folk) in every area possible, Verin, Sheriam, Alviarin, Sitters from every Ajah ... Alanna is a solid candidate as she involved herself, for no real reason, with the TR crew.
But on the other hand Egwene once suspected her so it seems like if her name had been on the list Egwene would have mentioned it... RAFO I suppose!
I also find it doubtful that the Shadow wouldn't already exploit the possibilities, which might be offered by her bond to Rand, if Alanna were a Black
She already tried to compel him and it didn't work... he's far too powerful for the likes of Alanna to have a chance of controlling, and she was linked with Verin at the time.
