Their channeling is so far behind, not because they are bad channelers (their expertise with what they CAN do suggests the opposite), but because their channeling "institution" - for lack of a better word - was built from scratch, in isolation. Furthermore, with no competition or market forces driving innovation, with the Wise Ones avoiding letting normal people know they even CAN channel, there would be nothing to make them innovate. Even the difficulty of life in the Waste is not much of an incentive, when the Wise Ones run around telling their people that they are there to be punished.
One of the big problems that the Wise Ones had before Rand showed up is that as a rule the entire clan only gathers for very very important occasions or for a clan war. In more normal times the Wise Ones don't get to talk with a lot of other wise ones on channeling technique. Like wise my understanding of the matter was that apprentices train under one or two of the wise ones in their hold but they don't take classes from all the Wise Ones.
That is bound to leave gaps in their knowledge. Think of it as going to university where you can only take classes from one or two lecturers and you only have a class of one or two with the nearest other lecturers in another town and you don't have a car.
