When a soul is Reborn, the damage done to its channeling ability in a previous life is erased. This implies that as soon as the soul is free of the body, its channeling ability is restored.
As soon as the soul is reborn, it will retain it's channeling ability, yes. But transmigration is different, and unnatural. The person still retains all their memories (although there is some separation, Aran'gar didn't quite remember what it was like to be a man, but she did remember situations where her being female made for some disjointed memories), which doesn't occur with normal rebirth (except in rare cases like Rand and LTT and possibly others in the AoL).
Tranmigration is different enough that I have no difficulty the burned out status carries over. It's actually the way I was leaning before hearing Sanderson's answer.
I fail to see why the same won't be the case with transmigration. And the fact that Brandon isn't somewhat sure of this points to it not being significant in the whole Lanfear mystery.
No, Brandon said he was pretty sure. So he is more than somewhat sure. So he could have been thinking about the Lanfear situation, determined that burned out transmigrated channelers stay burned out, while not being completely sure that there weren't other circumstances at play, hence the "I'm pretty sure, but not 100%".
