Rand's recent actions must have cut into recruiting. The BT was being so successful because as time went on there were more Asha'man trained enough to go out and recruit which brough in trainees who in turn could also go out recruiting. With so many Asha'man out with the armies there are less in the Black Tower to go out recruiting given that they have to keep some there to defend the place and train those not far enough along to be let loose in the world.
