It seemed that the obvious answer is that the fortress was built before it was in the Blight. Like any building in Malkier, as far north as they would be making the building black would likely help with keeping it warm.
Human beings, who are almost unique in having the ability to learn from the experience of others, are also remarkable for their apparent disinclination to do so.
