I don't think she is a darkfriend or a Black Ajah, namely because all the evidence points to the contrary. Plus, we know she is bound by the Three Oaths and cannot lie. She is not walking around engaging in the mysterious activities - she's just keeping her activities secret. In fact, we know of most of her "off screen" time - for one, she spent a lot of time with Adeleas Namelle and Vandene Namelle to research the Forsaken, ancient history and forgotten records. It is possible that she pieced together balefire from these records, as well as the psychological profiles of the Forsaken.

Plus, it really is not hard to trace a Forsaken's movements; in terms of the overall game mechanics, they are moving on the same board as you are, but acting on a parallel set of rules. Thus she could figure out which Forsaken was in a city by a number of criteria: A) Unnatural phenomena or unlikely events that started occurring (ie: widespread nightmares in a city, a large number of leaders mysteriously changing personalities or vanishing creating power vacuums, mysterious deaths), B) timeframe when these events occurred, C) modus operandi and Talents of the Forsaken, D) "new" citizens or nobles that have appeared when A and B happened and finally E) if all the factors in A, B and D match up with C.


Since they are the group that was responsible for keeping the world reminded of the DO and prepared for the Last Battle. Moiraine is able to figure out so much, and yet the rest of the Aes Sedai, (WT and rebel factions both), don't ever connect the dots and follow the lines of logic.

Mo was able to figure those two out pretty easily, and didn't act too surprised when Rand reveals that "Lord Gaebril" is actually Rahvin, now ruling Caemlyn. Then we have Nynaeve and Elayne run into Moghedien in Tanchico, and later we have Semirhage wind up in Ebou Dar. (Granted, not everyone is aware of her, though.)

Logically speaking, every large capital city, (or country), should have came under scrutiny, especially where turmoil is rampant. (Like Rand having good reason to believe Graendal might still be in Arad Doman.) Egwene and Siuan knew that Lord Brend was actually Sammael, yet neither stopped to consider that a Forsaken might have been at the root of the troubles in the WT until Verin reveals it to Egwene. (Then she practically slaps herself in the head for not thinking about it herself.)

At some point, it seems that someone, somewhere, should have considered that where something isn't what it should be, then look to a Forsaken as the probable cause. That's why the Borderland armies look suspiciously like they are under Demandred's thumb.
