Had Egwene not gone through what she had with the rebels, and then as a prisoner, she would not by Amyrlin. Undoubtedly the Ajah Heads would rule. The Black Ajah would still infest the Tower. So there was a point to it.
What makes you say the Black Ajah would still be there? I think the Hunters' method would have been more thorough in the end, even if it was slower. And if not, Verin would still be doing her thing.
Now there are a number of BA on the loose.
BA who are known and can be kept in check if they show their faces!
Also if the BA hunters method had been followed it would have taken YEARS to uncover 200+ BA
