As we've seen, over the course of many many pages politics play a huge role in Aes Sedai life.

Love or loath Egwene, she is a political ANIMAL.

Suana attempt to recruit her to the Yellow Ajah, is probably just an acknowledgement of this.

She's playing the long game. If the rebels return to the fold, Egwene would eventually (100 years +) recover her standing, and use her political skills to maneuver to a position of power. No harm having her in the yellow.

If the rebels win out, then she's not alienated the new Amrylin Seat.
