Maybe I'm wrong, but I think Callandor was made after the Breaking.

But Callandor existed, since it was created after the War of Power had caused disruptions in the technical capabilities of the Age of Legends Aes Sedai. So, it seems to me, that Callandor was attuned to Rand because Lews had used it previously during the War, even if it was not his personal weapon.
It and the Stone together. My books are 200 miles from here, but I believe there was discussion of its completion when Rand went to Rhuidean (perhaps they just discussed its disposition, but I can't recall for certain now; been too long. )
Despite Be'lals statements to Rand in TDR, I can't believe swords were used long during the War of the Power. We hear a lot more about shocklances and things like that, and the only time I remember swords discussed as weapons is TDR. Most likely even if Callandor existed before Dragonmount LTT never used it as a weapon, but a Power wrought sword of some kind. If he used a sword he probably didn't use it long before moving on to a more effective weapon even for non-channeling purposes. Very few even among the skilled prefer a blade to a bullet when lives rather than merely art are at stake. If LTT bore a sword long in the war it was almost certainly in the ceremonial capacity they're still worn today.
Honorbound and honored to be Bonded to Mahtaliel Sedai

The Sword has been apparently been confirmed as Justice

Didn't Rand see Hawkwing's ghost, summoned by the Horn of Valere? *NM*

It can't be Turak's sword as that had a heron on it and Rand's new sword doesn't

Lews Therin did not wield Callandor (probably).

No, IIRC he didn't use it when creating the Seal.

Perhaps it would've been more accurate to say, "during the Breaking. "

Rand didn't recognize it from LTT's memories though, he said.

Very true, but he also wasn't fully integrated with LTTs memories at that time

Which makes me wonder. What is Hawking fighting with when the Horn of Valere is blown? *NM*

LTT wasn't wearing the sword in the prologue of EOTW

I don't see why he needed another sword

If it is LTT's sword, or Hawking's Justice. Then it is a powerful symbol to rally the people. *NM*

I don't think anyone in 3rd Age Randland really cares about Lews Therin

Not likely. But it might have an effect on the forsaken. Those who remain.
