This I'll agree should have been a possibility. You'd think she'd have Gateway'd in (after finding out the location of the Tower's store of items of power from a Black Sister) and browsed for anything useful.
Namely that also Be'lal apparently didn't look once into the *angreal stash in the Stone of Tear, when he was High Lord there; while Rand immediately found the (quite strong) fat man angreal, of course.
