If Lanfear had been stilled she could have been healed once in her new body, which would account for a decrease in power.
If this would be the explanation for Cyndane's new strength - a plot-detail BS apparently just discussed with Maria to correct his take on it - BS wouldn't only be "pretty sure" and "guess" that a burned out person is still burned out after transmigration and see the need to MAFO it for further confirmation.
Technically, he only replied about burning out while I asked about both.

Whether he meant he was "pretty sure" about someone that had been stilled and transmigrated, is something I can clarify at some point. I pushed him as to the MAFO nature of his response, which he then said responded that if I wanted I could MAFO it, but he was pretty sure and didn't MAFO it as he has others. He seemed to be suggesting that a MAFO in this instance was unnecessary, while not coming straight out and saying yes Cyndane was stilled and healed.
Jordan's comment about healing stilling:
"For Alys Kinch, the Healing of stilling must be done by the other gender to be fully effective. A woman Healing a woman or a man Healing a man results in less than full restoration. It all ties into that theme I keep harping on. Men and women have to work together to be their most effective. And while the weave used by Flinn for Healing is not exactly that used by Nynaeve, either would use the same weave on a man or a woman."
He refers to it as "less than full restoration". Yes, the examples we have show a dramatic decrease, but that doesn't preclude Lanfear's healing by a more skilled healer and wielder of the One Power, say someone with the knowledge and skills of the Age of Legends, to get more back than others have been able to restore using Nynaeve's weave as the basis for a more advanced healing. It may have been this explanation in Jordan's notes that convinced Brandon that such a small decrease in power would be possible and natural.
