[citation-needed]The Dark One (via Shaidar Haran) told Semirhage that, but since when do we trust the Father of Lies? About anything. Semirhage was a useful tool that was expended for a greater purpose: turning Rand to the Shadow.
Even if that wasn't the Dark One's plan, I don't think he'd mind. Chaos is chaos, and Rand just separated his allies more than the Forsaken ever managed.
