I disagree. Ishamael tried very hard to turn Rand to the Shadow early in the series.

From what I can gather, the DO wanted and probably still wants to turn Rand. After Lanfear's attempts failed, the no-kill order came down from Shai'tan, so the Forsaken took to trying to capture him and take him to their master as a prize to be rewarded Nae'blis with.
Moridin made it clear that Semirhage was supposed to capture him. So, it looks to me that the DO still has a plan in mind, and it is most likely still the same. Tempting him with the TP is another way to get what he wants, IMHO.
