Can someone phrase a question in your native tongue like a statement and you not know it is a question? I don't think so. That is not how language works. It is clear from inflection and word order in any language (to a native speaker) that a question is being asked in terms of a statement.
I highly doubt that RJ or BS would write something so not possible in reality into the story.
